Joseph Billy, Jr. is the former Assistant Director of the FBI’s Counterterrorism Division, where he held responsibility for all FBI counterterrorism operations worldwide. He also served as the Special Agent-in-Charge of the FBI’s Newark, New Jersey field office, and was Special Agent-in-Charge of the FBI New York Counterterrorism Division, where he led the nation’s largest Joint Terrorism Task Force consisting of 136 Federal, State and local law enforcement and intelligence agencies. For his efforts in combatting terrorism, Joseph was awarded the Presidential Rank Award of Meritorious Executive.
Upon retiring from the FBI in 2008, Joseph served as Vice President of Operations for Prudential Financial, where he was responsible for all domestic and international security for the company, including physical security, site assessments, risk planning and analysis, background investigations and workplace threat management.
Joseph served as the Chairman of the NJ State Police Intelligence Fusion Center-Private Sector Advisory Group; co-Chairman of the Real Estate Roundtable Homeland Security and Risk Task Force; and he is a member of the International Association of Chiefs of Police Committee on Homeland Security. In 2009 Joseph chaired the NJ Governor-elect’s Transition Team on Homeland Security and Corrections. He received his BA from John Jay College of Criminal Justice and an MPA from the University of Southern California.
Jin Kim is widely regarded as the foremost subject matter expert and material practitioner on Active Shooter and Targeted Violence attacks in the United States. Jin is key in developing our Active Shooter Preparedness Seminars and Continuing Education Programs.
Jin retired from the FBI in 2018 and is a twenty-three year veteran of the FBI’s New York Division. He served as the Active Shooter Coordinator on the Crisis Management Unit, and was the leading authority directing active shooter and workplace violence preparedness, resiliency, and training for the FBI and corporate and private sector partners.
Jin regularly presents and speaks at international association conferences and seminars, and provides guidance and substantive training to leading corporations, institutions, K-12 schools, hospital and healthcare facilities, colleges and universities, hotels, professional sports organization, and many more.
Mary Ann Krauss has over 30 years of experience in law enforcement. A Spanish major from William Carey University, she served in the Federal Bureau of Investigation at FBI HQ, WFO, Alexandria, Quantico Offices, Fredericksburg, and Tyson’s Resident Agencies. Her expertise ranges from firearms, surveillance, logistics, criminal threats, personal crimes, intelligence investigations, and undercover matters.
She served as a supervisory special agent at the FBI Academy Firearms Training Unit and the Violent Criminal Apprehension Program (VICAP). Krauss travelled extensively as a supervisor in the Rapid Deployment Logistics Unit, training for and responding to domestic and global crises. While working cases, she also served as a Fit Advisor and Pistol Team member at WFO, and Employee Assistance Coordinator of the Critical Incident Response Group. She continued as an Instructor of Firearms, Home Invasion Defense, Active Shooter, and related matters after retirement.
Throughout her career and to date, Mary Ann has participated in the Concerns of Police Survivors national program, served on the board, and works with C.O.P.S. Kids. She has training and experience in responding to Violence in the Workplace, Critical Incident Stress Management and Debriefing, Grief, Suicide, Police Trauma, Homicide Investigations and Criminal Behavior, and is a graduate of a DOD Survival School. Mary Ann has a sincere interest in continuing to serve and assist in such matters.
In his nearly 32 years in federal and state law enforcement, Tom has directed and managed investigative, intelligence, and administrative programs in two states and three Federal Judicial Districts. He has overseen regional FBI Headquarters and satellite offices, as well as HR, staffing, budgeting, and personnel allocation in his distinguished FBI career.
Tom has measured, audited, and inspected squads, programs, and field divisions to ensure compliance with internal policy and guidelines as well as government, ethical, and legal requirements. Tom has prepared written reports detailing findings, recommendations, and best practices, and provided detailed oral briefings.
With the FBI, Tom has directed internal investigations of personnel suspected or accused of inappropriate or illegal conduct, and prepared written findings and recommendations. He has also proactively managed resources to identify and mitigate threats and vulnerabilities to persons, property, and critical infrastructures and systems.
The primary role Tom serves on the 1st Watch Global Advisory Group is the lead of our White Collar Investigative Division. In his role, he works closely with law firms, corporate and financial clients, and insurance carriers to meet their extensive investigative needs.
Suzanna Hasnay is a retired FBI Supervisory Special Agent (SSA) with over 20 years of law enforcement service.
For the 1st Watch Global Advisory Group, Suzanna focuses on educating law enforcement leaders in developing, enhancing and maintaining the mental, physical, emotional and spiritual wellness of their officers and workforce. As one part of the whole health focus, she holds RYT-200 Yoga Certification with the specific intention to incorporate the mind-body dimension into her instruction as it relates to enhancing emotional intelligence, human performance, decision-making and resiliency.
Suzanna is a former full-time Instructor of undergraduate and graduate courses in Leadership and Ethics for the FBI National Academy (NA) and is Adjunct Faculty for the University of Virginia, as well as a Ken Blanchard-certified instructor of Situational Leadership. Since 2009, she has taught leadership and officer wellness to both FBI personnel and law enforcement officers in the United States and internationally - including the International Law Enforcement Academy (ILEA) in Budapest, Hungary, National Academy Associates Re-Trainers, numerous Police Command Colleges and the FBI's Law Enforcement Executive Development Seminar (LEEDS).
James Maxwell enjoyed an illustrious career with the FBI that spanned over 30 years, 15 of which were with the FBI Regional SWAT Team. James worked Foreign Counter-Intelligence, Organized Crime, Drugs, Violent Crime and Terrorism investigations during his career. He is also a certified Police Instructor as well as a Bomb Technician and an expert on the subject of Improvised Explosive Devices (IEDs). His last assignment with the FBI was with the Combined Explosive Exploitation Cell, Camp Victory, Baghdad, Iraq, in which he investigated bombing incidents. He has participated in high-profile operations in his career such as the 2004 Olympic Games in Athens, the arrest of the 1993 World Trade Center Bombing suspects, and a first responder during 9/11 and the "Amerithrax" investigation.
After retiring, James became Vice-President of Safety and Security for Credit Suisse in New York City. Part of his responsibility was the review and drafting of that company's Threat Assessment Evaluations and Emergency Action Plans for their facilities in North and South America. As part of his responsibilities he conducted security operations for bank facilities and personnel in New York, Guatemala, London and Beirut. He was responsible for liaison with local, state and federal law enforcement regarding staff and visiting dignitaries. At the New York headquarters for the bank he was responsible for Security as well as the maintenance of Health and Safety standards for 10,000 employees. These duties also included the security and maintenance of a multi-million dollar art and antiquities collection.
James currently serves as a consultant and instructor for several government contractors providing instruction on several subjects to law enforcement and first responders. He also is an advisor for the 1st Watch Global and provides security assessments and training on the subject of "Active Shooter." He is a licensed private investigator in Pennsylvania.
Tim currently serves as a Corporal with the Delaware State Police Explosive Ordnance Disposal Unit and is a graduate of the FBI's Hazardous Devices School. He is a graduate of the prestigious Virginia Military Institute and holds a B.S. in Civil and Environmental Engineering.
Upon graduation, he accepted a commission as an Army Officer and completed Basic Officer Leaders Course at the US Army Engineer School in Ft. Leonard Wood, Missouri, and currently serves as a Captain in the Delaware Army National Guard. Tim utilizes a dynamic variety of law enforcement, military and engineering experience to serve clients, while providing insight on the current threats and countermeasures, in the modern-day operational environment.
Don Melanson has developed and conducted specialized training for U.S. Government and foreign government agencies as well as U.S. Military Special Operational Groups. His role consisted of Administrative and Technical responsibilities related to company business development and overall company management. Don established a nuclear/biological/chemical detection and protection capability to protect operational team members during operations against high risk targets. He supported and collaborated on joint operations with other U.S. Government and foreign intelligence agencies.
Don served as team leader responsible for the protection of the U.S. Attorney General and FBI Director, supervising, coordinating and directing security measures during domestic and foreign travel to include meetings, motorcades, hotels and personal residences. He has worked with and managed intelligence and criminal assets and sources. Don also served as a member of the New York Special Weapons and Tactics Team participating in numerous high-risk arrests and operations including the re-securing the Atlanta Federal Penitentiary from rioters in 1987. He has conducted covert surveys of potential criminal and intelligence targets prior to conducting court ordered surreptitious entries.
Don has also conducted analyses of foods, drugs, cosmetics and medical devices for the presence of microbiological contaminants, developed techniques for the analysis of intrathecal drugs and radioactive pharmaceuticals, and participated in manufacturing plant inspections of food, drug and cosmetics as a microbiologist with the U.S. Food and Drug Administration.
Joey Melvin has focused his career on school safety and school-based policing. He currently serves as a Detective with the Georgetown Police Department in Delaware. His current assignment is School Resource Officer assigned to 5 schools He is a graduate of Liberty University and holds a Master's Degree in Criminal Justice, Public Administration and a B.S. in Criminal Justice from Wilmington University.
With most of his career focused on school-based policing and school safety, Joey accepted a position in 2013 with the Delaware Department of Safety and Homeland Security to serve as Deputy Director of Delaware's Comprehensive School Safety Plan. As Deputy Director, he was responsible for the implementation of comprehensive safety plans in over 203 public and charter schools in Delaware. He also currently serves as an Instructor with the National Association of School Resource Officers and is a certified Crime Prevention through Environmental Design Practitioner. He frequently presents to schools on the topic of violent intruder survival and school safety. He has also presented at National Conferences speaking on the subject of comprehensive school safety. Joey is frequently published in several peer reviewed journals on subjects related to school safety.
